Responsibilities:
- Must have strong customer service focus
- Lead all aspects of full life cycle recruiting including receiving and tracking requisitions, assessing external/internal candidates against job profiles, and applying interviewing techniques to assess for knowledge and cultural fit
- Responsible for direct sourcing, screening, scheduling, reference checks, background checks and offer approvals
- Utilize research techniques such as direct sourcing (competitor, directory, internet) and networking to identify and qualify candidates in a timely, cost effective manner for current and anticipated pipeline opportunities with Qbase
- Proactively monitor the effectiveness of all sourcing tools for effectiveness and compliance
- Maintain effective client management by meeting regularly with Hiring Managers and HR Partners to discuss their talent needs, candidates identified and in process, as well as opportunities for improvement
- Lead contract capture efforts for both incumbent placements and new hire candidates
- In collaboration with the Qbase Compliance Coordinator, provide support for the AAP to include regular reporting and monitoring processes for compliance
- Comply with and guide hiring managers through the recruitment process to ensure compliance with external and internal policies and regulations
- Ensure a commitment to identify and attract diverse candidates
- Ensure data management and integrity by utilizing all available technology and systems to track and report relevant data
- Gather, analyze, and present marketplace data related to the labor market, competitors hiring trends, new sourcing avenues, etc.
- As needed, work with third party agencies and determine optimum recruitment methods to develop and maintain a highly qualified candidate pool in the most cost effective manner
- Provide preliminary review of third party agreements and contracts
- Respond to inquiries pertaining to staffing or business related policy and process application
- Respond to internal data requests in support of proposal responses (labor category mapping, salary surveys, skills inventory assessments, resume formatting etc.)
- Organize and attend job fairs and open houses as necessary
- Maintain current knowledge of the Qbase Benefit Program and Employment policies
- Works under minimal supervision
Knowledge and skills:
- Proficient with Microsoft Office products and other software to support sourcing tools and techniques required
- Knowledgeable of HR related laws, policies, EEO, OFCCP and Affirmative Action guidelines required
- Ability to manage and maintain candidate pipeline needs
- Must demonstrate a high level of initiative
Education and work experience:
- Bachelor's degree or equivalent experience required
- 7+ years successful experience recruiting technical positions required
- 7+ years management experience in the area of human resources required, preferably in staffing
- 3+ years experience recruiting for government contracts required
- Experience recruiting cleared positions strongly preferred
Clearance Requirement: Secret and/or ability to obtain and maintain clearance
Location: This position will be based out of our Reston, Virginia worksite
Travel Requirement: Occasional
Driving Classification: This position is classified as a "Regular Driver".
Driving record checks will be performed on all applicants whose position is classified as a Regular Driver after a conditional offer of employment has been made. The applicant's job offer is contingent upon this motor vehicle driving record check. The driving record check will include review of any appropriate state records. If the applicant does not have a valid driver's license, and cannot arrange alternate means of transportation, the applicant cannot be hired for a role classified as a "Regular Driver". If an applicant whose role is classified as a "Regular Driver" has a driving record that meets or exceeds the criteria listed under the Unacceptable Status, the applicant will not be hired. If the applicant meets the Probationary Status criteria he/she will be placed into that status. Upon commencing employment the requirements described above under "current employees" will apply.
